In December 2024, Estonia reached a historic milestone: every single government service can now be accessed online. The final step, digital divorce, symbolised that even the most sensitive and complex life events can be handled securely, transparently, and empathetically.

This achievement was extraordinary, but Estonia’s digital story risked sounding familiar. By then, international audiences already knew about e-voting or e-Residency, but had not yet grasped the bigger picture: a nation where bureaucracy has effectively been eliminated. The challenge was threefold:
