Visions in the Spotlight: Tartu’s Development Plan

Tartu is the second-largest city in Estonia, with around 100,000 residents, known as the country’s university town and European Capital of Culture 2024. However, when preparing its new City Development Plan 2025–2035, the city faced a challenge: how to ensure broad citizen involvement in shaping the future.
Traditional consultation methods had previously attracted little interest – the previous plan received only 45 proposals from 8 residents. It was clear that the team needed to find fresh ways to spark engagement and create a genuine dialogue with the community.
